git_repository not detect remote branch udpate every build

Description of the bug:

if repo imported by

git_repository(
    name = "exp",
    branch = "master",
    remote = "git@code.wifi.com:wk-ad-sdg/exp.git",
)

bazel cannot track remote master branch update. bazel should detect remote branch change everytime, but only recompile repo only remote branch changed
