The Members user role does not make sense for WP instances not belonging to any local organization, so that Visibility can't be used for that.

The use case was to allow only a specific manually created user role to access a page.
I have fixed it by adding the "bcc-login-member" capability to that user role, and made the page available only to Members.

Worldwide members of the organization are a Subscriber (bcc-login-subscriber) but now only bcc-login-member users and user roles with this capability can access the posts/pages restricted to Members only.
