Create a GitHub Workflow that automates the scrape/parse/etc. https://github.com/benlk/cota-reroute-pdf-rss/blob/main/.github/workflows/parse-and-generate.yml
Use that information to generate a good commit message. The diff of a given commit on the .csv should be easy to split to show just added (not changed) lines. Replace the , with a | and it's a Markdown table, and links are automatically linked.
