Are there any tools that will do this for me? Will any of the editors listed do that conversion? Are there online tools? How do they compare?

This should be a repeatable workflow.

http://font2web.com/ works, but contains a lot of cruft.

https://github.com/sammdot/roadgeek-fonts has a Makefile-based workfow that may work for compiling individual glyphs into fonts.
