`b2 --with-container` no longer works on develop

This is going to break people's scripts.

I assume it's because the library has been changed to be header-only?

Yes, the header-only change is the issue here. Is there any precedent on a library going header-only again?

I vagely remember that System was compiled first but became header-only.

Should we try to build some stub/dummy library for compatibility reasons?

I also submitted a PR for this (boostorg/boost#1158), but will try first to do something to maintain some kind of compatibility for the following versions.

System and Regex became header-only; System had a stub library for a while. But I've now been special-casing these libraries in boost_install so that build/installation from b2 and then use from CMake still works as before.

So if this change is permanent, I'll do that for Container as well. Let me know when you merge this change to master, because I'll need to merge the boost_install changes then, too.
