Add ClinVar track to CNV and SV gene pages

The short variant gene pages (e.g., PCSK9) include a track that shows all of the ClinVar short variants within the gene. It would also be helpful to add this track to the CNV and SV pages with the ClinVar CNVs and SVs present/overlapping the given gene
