Install tools in local directory that can be deleted

Breakout 00-setup-minikube.sh such that the scripts are all installed in a local directory (not /usr/local/bin) that the user can delete. This is another optional step that the user can run if needed else can skip. Version check along with if it is already installed needs to be done on the tools for all supported OS. Documentation of the examples that use the tools need to be update to use this local path for tools.
