Ban Rain

Rain doesn't seem to report progress after a few percent. I've done multiple torrents where I upload 90% of it and it only reports receiving 0-2%. This client should be banned.

Downloading Windows 7 ISO and observed ~~~100~~ hundreds of Rain clients here.

Luckily the new shadow ban feature which I have already enabled, seems to have banned these misbehaving clients.

This can't be right...Might be some big companies behind them abusing here.

Maybe just like the 123pan before.
