Duplicate "template and tools" labels and consistency in labels

The available labels
https://github.com/carpentries/workbench-template-md/labels

contain two labels that only differ by a whitespace:
"type: template and tools"
"type:template and tools"

This seems to be a duplicate. These labels are present in all carpentries incubator repositories, and e.g. the sandpaper workflow update PRs are automatically labeled with "type: template and tools", e.g.
carpentries-incubator/SDC-BIDS-dMRI#262
carpentries-incubator/SDC-BIDS-sMRI#71

which is the only label that has the whitespace after the colon.

So:

• The duplicate should be removed.
• Labels should be made consistent: all or none having a whitespace after the colon.
• The "template and tools" label should have a description, as it is the case of all other labels.

Note that this is the case in https://github.com/carpentries/workbench-template-rmd/labels as well.
