CI Actions failing to run.

The images below are screenshots of CI actions run on two PRs opened today. On one of the PR's all the actions are displayed to run as expected, while on the other the actions are not triggered.

In the image where the actions are triggered, it says it's a first time contributor https://github.com/creativecommons/vocabulary/pull/996 and First-time contributors need a maintainer to approve running workflows.
while the second image, it's a PR https://github.com/creativecommons/vocabulary/pull/997 I opened.

What happens if the workflows are turned of and then turned back on? could this be able to refresh the system to function properly?

Upon further testing I think I have gotten the reason the actions not running.
It's in how the action triggers are defined. I will open a new Issue and if assigned, I think I can have it fixed.
