Add new accounting for PA 102-0519

PA 102-0519 alters PTELL to allow taxing districts to recapture funds lost through refunds, appeals, etc. We may need to alter code to capture the changes caused by this act. See full statute here:

Updated link for 2023 PTELL. I'm not 100% sure how eligibility is determined here but it looks like the clerk will just be adding the refunded past year liability to the current year extension for 2023 so it probably won't be necessary to make any changes. Might make sense to tag this or save this for tax year 2023 data update.
