I've just tried to install dynet with old setuptools<57.0.0 on Google Colaboratory (python 3.10) successfully:

!pip install 'setuptools<57.0.0'
!pip install --verbose dynet --no-build-isolation

without the error of LICENSE.txt. How about you all?
