The licence property is mandatory. In the March version of the metadata model, we introduced the fixed value of DATA_SHARE_REQUEST to indicate that there is no licence and a data share agreement would need to be established. This was predominantly to support the Data Marketplace.

In the transition over to the LinkML representation, we have lost the alternative value of DATA_SHARE_REQUEST.
