Custom page attributes from a 5.6 site are not imported, this is working in 8.5.7.
Attributes in this example are regular text- and file/image attributes:

Hmm. Did you run all the various transforms? Maybe you need to rescan the import batch so all attributes are mapped and transformed properly?

I am seeing the same behaviour trying to import custom user attributes from an 8.5.14 site to a 9.2.5 site.
All other imports work flawlessly but the user attributes will not import/publish no matter what I try (rescanning)
Curiously, the only two user attributes that throw a red warning are the telephone type?
I remove the telephone type ones from the batch and all others get a green tick, but they still will not publish to the site.
I have attached a screenshot that shows that the batch has no errors but it will not import the batch to the site.

I can only get this to work by manually creating each user attribute in version 9 and then the batch will publish the content correctly.
From my screenshot above the 'Type' column is not populated and I suspect this to be the problem?
