Right now all the tech reports are in the techreports repo of this organization. This requires some awkward indirection to get the URLs to work right.
If we just moved the TRs directly into the public/ directory, we could get rid of the indirection stuff.
Note that we may need to add the -a option to the deploy command to avoid deleting the branch before rebuilding. This might take too long with 250 tech reports.
