create a rgmailer-service container

watch queue folder and process files as they arrive
docker cp email envelope files to contain queue
create a docker network to enable shuffling data from container to container
create otp service to 1) generate otp; encrypt a file; send email; prompt for decryption
debain:bookworm 117Mb or debain:bookworm-thin 78Mb
