[BUG] Can't select active workspace folder when extension is in the 'welcome' screen state #1385

Describe the bug
"Active workspace folders" is not available in the welcome screen:

To Reproduce
Open a folder that doesn't have a bundle config at the root level (extension will be in the welcome screen state).

Add one or more folders with bundle configs to the vscode workspace. The extension is still in the welcome screen state.
