Gitlab needs to be fully integrated with DUBBD.

Acceptance Criteria:

Istio integration (mTLS STRICT)
SSO integration if applicable
Monitoring integration (service monitor, dashboards)
Secure Network Policies
Enforced and Secure Kyverno policies
