Mod Install Process

The mod install process needs to be implemented. The current plan is for all mods to be installed to a 'profile', which is target-specific, by placing a symlink in the profile folder that references a central repository of all installed mod versions.

For example if you had a mod that wanted to install a file called MyMod.dll, the profile folder would container a symlink MyMod.dll pointing to <cache location>/my-org/my-mod/1.0.0/MyMod.dll.
