Does HotReload use/require IISExpress behind the scenes?

Summary

Does HotReload use IISExpress "under the hood" because I was asked to accept an IISExpress SSL certificate.

I've just installed VS on a new fresh win11 laptop. When I clicked F5-run on my .NET8 Web API it asks about trusting the following SLL cert:

My web api is using kestrel, not IISExpress.

But I love using HotReload. So does this mean HR is using IISExpress 'under the hood'? what is this modal box meaing?
