Deploying MIPS.sol should be permissionless so not need superchain-ops - probably more op-deployer and related to the work @smartcontracts is doing to deploy new FaultDisputeGame contracts. Then you should be able to use ethereum-optimism/superchain-ops#363 to create the tasks to call setImplementation with the new FaultDisputeGame and PermissionedDisputeGame contracts.
