Adding a new re-scoring tool on usegalaxy.eu

The next release of OpenMS will include the SAGE search engine adapter. The data output of this engine can be processed (re-scoring) by both the percolator tool (already included in galaxyp) and mokapot. The latter re-scoring tool is becoming fashionable in proteomics.

@bernt-matthias has told me that he also thinks it would be interesting to have this tool in galaxy but I leave it to your consideration. Do you think you could include it in the next release, please?.
