Move _docs/submitting-go-annotations.md to wiki? #73

There aren't that many people outside the consortium wanting to submit manual annotations. The current problem with outside groups submitting is there's no guidance. SO, as long as this is documented and whoever is on helpdesk (me, etc.) knows where to point the users, this info should be OK anywhere.

Proposal: Move this page to wiki. Replace all mentions of submitting large amounts of manual annotations to "Contact GO". Leave info about UniProt making IEAs on this site, so groups aren't disappointed we don't want their internally-produced IEAs.

@pgaudet if you give me a wiki URL I can transfer most of this page there, then you just would need to double check the wiki. I'm not familiar enough with the wiki organisation to know where you'd want this.
