[New Plugin]: i18n Template

This is a new plugin, which uses some code of i18n_subsites plugin to only add the code necessary to translate templates.
Benefit:

• much simpler
• no need to add all the configuration for i18n_subsites plugin
• don't tinker with pelicans simple translations system

Should I release it first via private repo or how is the process?

Perhaps we can improve the docs on that part and streamline the process so that the load for maintainers/ approvers gets lower and issues don't lay around.

I guess you could host the package under your own account first?

The autopub process would be skipped but GitHub Actions otherwise worked perfectly.

Hi @lioman. I will reach out this month to get this plugin migrated to the new org and published to PyPI.
