When the panel around the page is disabled in the layout settings, there is an overlap issue between the action menu and the edit buttons. This occurs in the user interface of our internal wiki, and while the buttons are still accessible, the overlap creates a poor user experience.
Steps to Reproduce
Disable the panel around the page in the layout settings.
Observe the user interface where the action menu overlaps with the edit buttons.
Expected Behavior
When the panel is disabled, the layout should adjust accordingly, ensuring that all elements on the page are clearly accessible and visually distinct from one another.
Actual Behavior
The action menu overlaps the edit buttons.
Proposed Solution
A potential quick fix for this issue could be to increase the padding in the panel when the panel is disabled. This would create a clear separation between the action menu and the edit buttons, improving the overall user experience. When the panel is enabled again, the padding could be reverted to its original state.
