[Bug] Doesn't start

Describe the bug

I get this error when I start the app using start menu

Fatal error
An attempt was made to access a socket in a way forbidden by its access permissions. (os error 10013)

Reproduction

I installed both versions 3.5 and 3.4 using the standalone installer provided in the release assets.

Is it being launched with normal user permissions or as administrator? Also, are there any security software, firewall settings, or other applications that might be restricting network/socket access?

Both as a normal user and as admin, it gave the same error.
There are no antiviruses on my system and I have disabled windows defender as well.

I intended to use this tool, so I upgraded to windows 11 today, and now it works like a charm.
Incase this tool isn't meant for Win10, please specify this in the README.

I encountered the same issue on my Win11 today, I tried both normal user and admin, It gave me the same error.

I tried both Ver3.4 and Ver3.5, same error code(10013)

But after I rebooted my PC, It just magically fixed.
