TheMogMiner wants frame output with VBI to support MAME, and @simoninns suggested just outputting the enitre uncropped frame, which I like the sound of.

For purposes such as emulation, teletext decoding and so on; it would be useful to make ld-chroma-decoder output the whole frame including the inactive lines. A simple command line switch added to the tool should suffice.

--whole-frame

is my suggestion.

another thought... this needs to be tested - I think the chroma decoder will mangle single field lines... the lines outside of the active area will probably need a specific pass-through so they do not get colour processed into a blur.
