Single script for generating and writing warp route configs from infra

Problem

• Atm there are a few different scripts we have for printing out specific warp route configs to files, e.g. the ezETH one and ones from chore: instantiate router config in warp generators #4807

Solution

This is unsustainable, we should just have a single script

Nice to Have

Describe non-essential extensions to the solution
Additional features which should be implemented if they are easy to accommodate but otherwise can be skipped
