We're using htmltest, and between Hugo and the lack of configurable options I need, it isn't working out.

This looks promising

I disabled running htmltest in order to merge #532

I almost got lychee working locally, but it was tripping up on some of the internal links, and the fully qualified Hub package names (e.g. group/name@x.y.z) - Leaning towards lychee bc it they maintain the GH action
