Initial proposal creation via a CTA in the discovery space as users learn about campaigns and categories.

Description

A modal that users can access by clicking 'start proposal'. If no proposer registration exists, then proceed to role registration workflow. If registration exists, allow users to start with or without an initial category selection. Let users preview the proposal template before making a selection.

User Value

As a proposer, I want to start a proposal from the discovery space, so I can capitalize on inspiration.

UX Story

When viewing a campaign, I click the "Start Proposal" button. The system checks my account to see if I'm eligible to start a proposal. If not, launch role registration and return to proposal creation after completion. If yes, let me preview the base proposal template. I can also read some copy about the base proposal template and needing to select a category later in order to submit.

When I click, 'create proposal' the workspace launches and I can start editing the base proposal template. The option to initial "pre flight check for submission" is not enabled until I select a category and answer conditional questions.

When viewing a category, I click the "start proposal" button. The system checks eligibility and helps me register if needed. I can preview the category questions for my selected category. I can choose to start my proposal with the base template only, or with the selected category applied. When I click "create", then the workspace launches with the questions loaded based on my selection.
