Operator-level tenant management frontend

The Admin UI should (only) allow an operator to create/delete tenants. The UI should display the response, particularly the recovery link that is generated for the tenant to create their account.

If the user is not an operator, the page should not be accessible.

The email of the desired tenant should be required as input, as well as the webhook endpoint, Idp secret, and consent screen URL. It should also allow the generation of a new recovery link for that tenant's Kratos identity.
