Pending LLVM Dependent Patches

We keep this issue open to track local patches that should be applied once integration has caught up.

• Upstream PR/commit link
• Branch/commit that should be applied in conjunction with the above (PSA: please squash into one commit that can be cherry-picked)
• Any additional notes or condolences for the integrator

llvm/llvm-project@11ac97c is reverted in the recent integrate because it introduces many regressions in benchmark suite. The tracking issue is #16055. We should be able to drop the revert once the issue is fixed.

llvm/llvm-project@af78e5d is reverted locally. Issue: #16173 We can drop the revert after we bump tf-nightly to include the commit.

Breaking EmitC change (merged in 6ca0613)

llvm/llvm-project@e47b507 is a breaking change in the EmitC dialect. #18284 should have all the changes needed in iree.
