Refactor playbook iag_refresh_custom_scripts to conform to new standards

An ansible playbook that can reference the the gateway and platform groups in the hosts file and refresh the scripts. This will also restart ag_manager and/or IAG adapters. Use the IAP/IAG APIs and provide support for HTTPS.
