Decouple Compass-Runtime-Agent from api-gateway module (don't use kyma-gateway)

Description

We have to verify if the Compass Runtime Agent is really using the kyma-gateway directly. Issue occurred during the deletion of the module on SKR.

If the dependency exist, we should verify if we can decouple the compass-manager form the ISTIO / Api-gateway module by avoiding the usage of the kyma-gateway directly.

Solution we are investigating in kyma-project/application-connector-manager#160 could hopefully also be applied for this issue.

AC:

• Compass-Manager should not be dependant on the istio or api-gateway module (respectively on the kyma-gateway resource)-
