replicated server not working

I don't believe this is a code issue, so I'm posting here in the discussion forum...

I worked up a Proof Of Concept server using mod_auth_mellon as my SAML SP.
I replicated the SP on a new server and I am getting the "User has disabled cookies, or has lost the cookie before returning from the SAML2 login server" apache error.
Based upon everything I am researching, The error is because I don't have "MellonCookieSameSite None" set in my httpd configuration.
When I do set that config, I get the following error when I try to "service httpd restart":
"The MellonCookieSameSite parameter must be 'lax' or 'strict'"

My POC server does not get that apache error.
The version of apache is the same on both servers, 2.4.48
The version of auth_mellon is the same on both servers, 0.14.0-2.9
The kernel version is the same of both servers, 4.9.91-40.57.amzn1.x86_64

Searching for the lax/strict error does not get any hits related to mellon or apache.

I've been trying to compare/contrast the two servers but I am not finding any differences in the obvious places.
What configurations might I go looking for to fix this issue?

@maintainer - is there anything in the code which would cause a syntax error if "MellonCookieSameSite" is set to "None"?

This syntax error is the root of my issue.
I've run a recursive diff on the contents of the /etc/httpd directories on the two servers. The configurations match. How can one server give me a syntax error and the other not?

I forgot I compiled from the repo to enable diagnostics on my POC server.
So, this is a non-issue. Sorry.

The answer is to compile from the repo on the replicated server.
