L3-Tunneling: Update documentation - Full topology is set up, not just one half of it. - Encap route is not needed to offload a tunnel anymore. - An introductory paragraph at "Tunnel Configuration" describes flat and hierarchical configuration. - Mention that bound devices serve exclusively as a VRF anchor. - A chapter about decap-only tunnels was added. That mentions the reverse path filtering as well. - A chapter about reactions to configuration changes was added. - Features and Limitations was split per the kernel version.
