spamprotection.lua - spam protection for main and PM

Luadch doesn't have any spam protection in main or PM. Users can send how many lines and chars they want. They can also send the same message over and over again (there are working scripts to stop repeated messages), but if you create a new script why not include this too :)

Is this a real world problem in reg only hubs? Isn't kick/ban offenders enough? For public hubs I agree that having some spam protection could be beneficial, but those hubs aren't what Luadch was designed for.

You can double post by mistake and you can't really kick or ban a user from posting too much in main. Where do you draw the limit? With a script there is a limit :)

If it is something really bad the damage is already made and that is why it need some kind of protection.
