Top app bar disappears when scrolled and navigating home

Steps to reproduce:

Navigate to a page that scrolls (adjust your viewport or find a long demo like text field).
Open the persistent navigation drawer and scroll down so the top app bar is no longer in view.
Navigate to home.
Notice the top app bar is now gone and will not come back into view until you refresh
