Support getting information out of the OpenROAD CI system

The @The-OpenROAD-Project maintains an "OpenLane MPW CI" repository @ https://github.com/The-OpenROAD-Project/OpenLane-MPW-CI which includes designs from MPW-2 | MPW-3 | MPW-4 | MPW-5.

The goal of the OpenLane MPW CI is to make sure that submissions that previously worked with OpenROAD / OpenLane continue to work and are actively getting better. Thus it would be awesome if the project tool could maybe report "this design would be X% better if done with the latest version of OpenLane"?
