OrderNumber should be on MeasurementUnit not MeasurementUnitRef #90

OrderNumber is to specify the order in the Unit Dictionary, ie. needs to be on MeasurementUnit

MeasurementUnitRef is used in an ItemDef to point to the MeasurementUnit
