The tier_rastatt source feed is not available.

@ThorstenFroehlinghaus could you check with TIER, if the feed will be accessible soon again? Otherwise, we should remove it from the feedproviders.xml

I informed Tier about this issue.

The feed is available again, but it is empty. I will remove it.
