Add a message for a game being both outdated and modified

Issues from people playing on an outdated and modified version seem kinda frequent. When such an issue is posted we have to somehow merge the outdated client message and the modified game message into one, which requires a bit of extra effort. Having one convenient message for this might be nice. It could look something like this:

*Thank you for your report!*
However, this issue is {color:#FF5722}*Invalid*{color}.

Your game, launcher or server is *outdated* and *modified*. We only take issues which can be reproduced in a *vanilla environment*, in the *latest release* and/or the *latest snapshot*.

* Outdated versions of the game cannot be updated retroactively.
* Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
* A world which had previously been opened with a modified client might be corrupted. Please try reproducing the issue in a newly generated world.
* Any plugin issues need to be addressed to the creator of the plugin or resource pack.
* If you have problems on large servers like Hypixel, please contact them first as they run modified server software.

I wrote this example message in around 5 minutes; it definitely needs tweaking.
