I'm pretty sure MojiraBot would need to be logged into the bug tracker for this to function properly. Without Gravatar, profile picture links look like https://bugs.mojang.com/secure/useravatar?ownerId=ID257868&avatarId=22428, and secure means that you need to be logged in to access the page. Without Gravatar, the profile picture appears as it does in your screenshot.

Edit: Actually, it seems like it's an issue with the way the Discord client reads the image. For example, pasting that URL into Discord will still show a missing image.
