The README.md states: "Please read the attached LICENSE.txt". However, LICENSE.txt can't be found anywhere in the immediate repository AFAICT.
I would recommend that LICENSE.txt be added to the repository base and ideally, that the README.md be modified as so that the above-stated mention of LICENSE.txt be a link to that file, so that anyone viewing the repository that click that link to immediately see the relevant license information.

Interesting. Well, no description was included with that commit, and nobody else has responded to this issue to clarify anything yet, so.. your guess is as good as mine.
The README suggests that the maintainers would appreciate having new contributors contribute to the project, but not including a clear license could discourage some potential contributors from contributing. I hope that the maintainers can eventually either provide clear licensing, or failing that, provide some clarity as to why there isn't clear licensing.
