4.0.0: Top Bar is missing when using the rich text editor

If I create a new note with the rich text editor enabled:

If it switch to horizontal mode (rotate smartphone) and back to vertical the bar is there:

Tested with 2 different devices

I didn't know that there is a rich text editor.
I wanted to try but it isn't shown at all with Notes v 4.1.0 RC1

Maybe it's another bug....
