Can you add a skip list for skipping specific versions of a package, e.g. version 3.5.1 of python311Packages.pyatag? See NixOS/nixpkgs#281761 and NixOS/nixpkgs@05b0609.

Usually it's the update script's job to exclude known bad tags, isn't it? Can we add that capability to update-python-libraries.py instead?
