Add a binary release and docker build #169

The reason is that it’s then very easy to do CI and CD.

A docker file can then at docker build time copy in the binaries and expose the service.

this could then be realised at part of CI and then in Production you can just pull in the tagged docker image .

Can also then automatically update the service on fly.io.

all this can be done in a makefile and the GitHub action just calls the make target respectively.
