combine_release_packages and combine_record_packages now warn if those required fields are missing: https://ocdskit.readthedocs.io/en/latest/changelog.html#changed

Toucan should catch the warnings (see OCDS Kit docs for the warning class) and present a message to the user.

This is based on seeing a few errors in Sentry.
