To help inform https://github.com/opendatahub-io/data-science-pipelines/issues/156, create a proof of concept of DSPO standing up an instance of KFP v2 that is backed by Argo Workflows.

what does DSPO do in this POC? It would be pretty minimal -- likely just deploy the argo-based kfpv2 manifests to stand up a single stack instance of KFPv2.
