[SPIKE] Explore the Notebook controller Status

The current Notebook controller Status is not containing the required bits for ODH Dashboard or other client of the Notebook-controller server, we should explore further to make this more universal.

Research:

• Start to explore other controller, which provides statuses.
  • Examples: data-science-pipeline, codeflare-operator, opendatahub-operator

Outcome:

• Derive task document with information on what changes need to be included.
